Jamie Carragher has advocated for Manchester City to lose their titles after an independent commission found the club guilty of serious breaches of the Premier League's financial rules. These violations occurred between the 2009/10 and 2017/18 seasons, during which City secured three Premier League titles, one FA Cup, three League Cups, and one Community Shield.

The independent commission will address sanctions in a subsequent hearing, while Manchester City continues to deny the allegations and plans to appeal. The club has until Friday, October 2, to file their appeal. Possible sanctions include points deductions, fines, transfer bans, or even expulsion from the Premier League.

If Manchester City were stripped of their Premier League titles, the 2012 title would go to Manchester United, and the 2014 title would also be awarded to them, raising their total to 15 titles. Liverpool would receive the 2019 title under Jurgen Klopp. However, stripping the titles might not result in a reallocation of spots in the league tables; the titles could remain vacant, similar to Juventus' 2004/05 Serie A title, which was not assigned due to their involvement in a scandal.

Another approach could involve expunging Manchester City's results from the league during the specified period, which would affect team standings but still leave Manchester United and Liverpool as champions. Blackpool would be the only club that might have avoided relegation during that time without City's results.

In regards to European qualifications, several clubs, including Everton and Tottenham, missed out on European competition as a result of City finishing above them during the seasons in question. For example, in 2013/14, Everton finished fifth, which meant they qualified for the Europa League as City claimed a Champions League spot.

City's victories in cup competitions also draw scrutiny. They won the FA Cup in 2011 against Stoke City, an event that left Stoke's former manager, Tony Pulis, feeling "cheated." Additionally, City claimed three League Cups and a Community Shield during those years, impacting teams like Sunderland, who last lifted a trophy in 1973, and Arsene Wenger's farewell season with Arsenal.
